PH awarded best in investment promotion in the 9th CAEXPO

With the Department of Trade and Industry (DTI) and the Board of Investments' (BOI) efforts to push for the Philippine participation to the investment component of the 9th China-ASEAN Expo (CAEXPO), the Philippines was awarded best in investment promotion along with Malaysia and Indonesia during the event's closing ceremony.

"While we usually focused on trade component of previous CAEXPO, we coordinated the preparation and participation of the Philippines in investment component of the recent CAEXPO to improve our investment cooperation with China and further strengthen our bilateral relations," Undersecretary Cristino L. Panlilio said.

The CAEXPO is an international trade fair co-sponsored by the ministries of commerce and trade and industry of China, the 10 ASEAN countries, and the ASEAN Secretariat.  It aims to promote the ASEAN-China Free Trade Area (ACFTA) and generate opportunities for cooperation and development.

"As the technical secretariat of the Philippine Investment Promotion Plan (PIPP), we sought the engagement of the PIPP Steering Committed (SC) to participate in the 9th CAEXPO," Panlilio said.

The PIPP is a blueprint for all IPAs to synchronize strategies in the country's investment promotion. The implementation of this agreement is carried out by the PIPP Technical Working Group (TWG) composed of representatives of the IPAs, under the direction of the PIPP SC composed of all heads of the IPAs.  Further, the BOI takes the lead in the coordination of all common investment related endeavours of the IPAs.

For the investment component of the CAEXPO, the Philippines participated and coordinated four major activities, namely the CAEXPO roundtable meeting on cooperation, promotion conference on the ASEAN industrial parks, investment booth showcase, and the Philippine investment seminar.

"We participated in the CAEXPO roundtable meeting on investment cooperation to enhance our working relations with the investment promotion agencies of China.  We prepared a presentation on our investment policies and information on our investment promotion agencies, with focus on industrial parks development," Panlilio said.

For this activity, Clark Development Corporation (CDC) Vice President for Business Development Ernesto Gorospe made a presentation on general investment policies of the Philippines, the advantage of doing business in the country, and how CDC evolved as an investment promotion agency, with the mix use of tourism and industrial park development.

"During this meeting, we learned that China has already established cooperation with ASEAN countries, namely Cambodia, Lao PDR, Vietnam, Thailand and Malaysia on industrial park development," Panlilio said.

In fact, there was a signing ceremony of 23 locators in the industrial parks of China, Taiwan and other ASEAN countries during the CAEXPO. Aside from this, Malaysia has a joint venture with the government of Guangxi for the development of an industrial park.

"We also joined in another investment activity dubbed as "Invest in ASEAN: Promotion Conference on ASEAN Industrial Parks",  which intends to enhance exchanges between Chinese and ASEAN industrial parks and encourage more Chinese enterprises to invest in the ASEAN," Panlilio said.

For this event, Authority of Freeport Area of Bataan Chairman Deogracias P. Custodio gave a marketing pitch for the Philippine industrial parks and focused on the eight investment promotion agencies (IPAs) engaged in the development of industrial parks. He also highlighted the investments and employment generated by these IPAs, investment incentives, and the high profile locators such as Hanjin, Texas Instruments, the Japanese sogo soshas or general trading companies, and Chinese investors.

This activity also had a business matching part where IPAs of ASEAN member countries meet with Chinese investor for possible tie up of investment projects.  The Philippine IPAs that attended this business matching session CDC, AFAB, Bases Conversion Development Authority (BCDA), and Poro Point Industrial Economic Zone.

"We also had an investment booth where we showcased our capability and potential in industrial park development. We featured the CDC, Poro Point Industrial Economic Zone and Authority of the Freeport Area of Bataan," Panlilio said.

This booth was provided by the CAEXPO Secretariat.  Through this booth, the BOI was able to gather investment leads.

"We also organized an investment seminar to encourage Chinese and ASEAN investors to locate their investments in the Philippines through presentations on the country's business climate and investment opportunities," Panlilio said.

Based on data from the National Statistical Coordination Board (NSCB), total approved foreign direct investments (FDI) for the first and second quarter of 2012 from China amounted to Php 392.6 million, which is up by 60 percent from last year's Php 245.1 million.  In 2011, China was the top three investing country with a total approved FDI of Php 20,562.5 million or 10.38 percent share.

During the investment seminar, Philippine Consul General to Guangzhou Raly Tejada welcomed about 150 guests. San Fernando City Mayor Pablo Ortega spoke on San Fernando City as the featured City of Charm of the Philippines, and the Poro Point Development Corporation.

Likewise, BOI Director Dennis R. Miralles presented the "10 magic indicators of a growing Philippine economy".  This was followed by the testimonial on investing in the Philippines by Mr. John Boakes, Business Development Officer of the Global Gateway City. (end)

Only the Best from CAR at IMPAKABSAT 2012

After generating an all time record high of 65Million in cash and booked sales during its last trade fair in Alabang, Muntinlupa City, this year's IMPAKABSAT trade fair featuring the best products from the Cordilleras is expected to hit another mark and make the yuletide season more progressive not only to sellers but buyers alike.

The IMPAKABSAT is an annual event spearheaded by the Department of Trade and Industry to promote the Cordillera Region's various crafts and industrial products. The acronym IMPAKABSAT stands for the reunited upland provinces namely; Ifugao, Mt. Province, Apayao, Kalinga, Abra, Benguet and Baguio City completed with the Ilocano word "kabsat" which is understood to mean sibling, brother or sister in Northern Luzon. It can be recalled that these provinces were once separated by virtue of the Separation Bill of 1966 and reunited in 1986 by then President Corazon C. Aquino.

This trade fair first came to be known in 1991 when the Cordillera Administrative Region governing bodies and newly created line agencies initiated a move to boost CAR's trade capability and help the upland entrepreneurs whose businesses were affected by the killer earthquake of 1990.

Today, the IMPAKABSAT fair has created an identity and is now looked up as the hallmark of manufacturing industry in the Cordillera. Similar trade events such as this have indeed helped the country's SMEs in terms of raising quality standards and competitive stance. The fair which will be held at the Carousel Court, Festival Mall on November 2-11 2012 will showcase the products of over 80 exhibitors from the Cordillera region such as silvercraft, ethnic novelty items, houseware, furniture and furnishings, fresh and processed food, hand-woven products, woodcraft, bamboo crafts, and collectible antiques manufactured by the creative upland people. The soft launching of the fair will be on the mall opening hours of November 2 and the formal launching with invited guests will be on the 6th at 2PM.

For a region that takes pride in its unique culture and arts, handcrafted woodworks, skillfully woven tapestries as well as souvenir items, the CAR's IMPAKABSAT will once again display its unique blend of products in Muntinlupa City so don't miss the chance to be among the country's creative and hardworking people and reward yourself with a quality item from Northern Philippines. TUCP: Additional P10 of the Thirty Peso Wage Increase for Metro Workers in Effect Nov. 1

The remaining ten pesos of the 30-peso wage increase for Metro Manila workers ordered in June 3, 2012 will take effect on tomorrow November 1, Thursday.

Thus the minimum wage for metro workers would be 456 pesos for non-agricultural workers while 419 pesos for agricultural workers, the Trade Union Congress of the Philippines (TUCP) president Democrito Mendoza reminded the employers and management yesterday.

The increase was granted following the wage increase petition of P90 of Mendoza for 700,000 workers in Metro Manila on March 16, more than a month before the one-year prescribed period for filing of new wage increase took effect. The petition cited as basis for an increase the high prices of basic foods, increase in cost of services, tuition fees and liquefied petroleum gas.

The wage order also increases to 419 pesos the minimum wage for those Metro Manila workers working in private hospitals with bed capacity of 100 or less, retail/service establishments employing 15 workers or less, manufacturing establishments regularly employing less than 10 workers.

The National Capital Region of the National Wages and Productivity Board turned down the petition saying there is no supervening condition that would warrant the issuance of a new wage order. However, the wage board conducted a series of public hearing in Taguig, Manila and Quezon Cities in determining the exact amount to be increased once the 1-year prescribed period expired on second week of May 2012.

"Part of the wage order 17 implemented last June, this 10-peso increase is welcome news for minimum wage earners. The increase is in effect despite of separate appeal for reconsideration filed by Atty. Mendoza and by the Employers' Confederation of the Philippines," said Alan Tanjusay, TUCP advocacy officer.

"A Filipino family of 6 needs at least 993 pesos every day to live decent lives. We still have a long way to go," he added.

The employers group filed their motion days after wage order 17 was released citing the increase was too big. The TUCP filed an appeal citing the increase was too small. ###
