Whew! Do they have that? Terror ties in the South China Sea?

Almost blew my coffee when I came across this article on the Chinese TV website english.cntv.cn. You might as well check it yourself:

Southern China’s Hainan province intends to set up a city government for Sansha to better administer its terror ties (bold characters supplied) in the South China Sea. 

Sansha is on Yongxing Island (left photo) in the Xisha Islands group. It will soon have its own local People’s Congress.The Standing Committee of the Hainan provincial National People’s Congress unanimously voted in favor to create a preparatory group. 

The group will set up a 60-member election committee. It will also prepare for the first session of the Sansha People’s Congress, which will elect the city’s mayor, chief justice and chief procurator...
