TUCP welcomes DOLE Order for Special Convention to elect officers

In a decision issued by the Bureau of Labor Relations (BLR) of the
Department of Labor and Employment (DOLE), the Aquino government
upheld the Presidency of Atty. Democrito T. Mendoza over the Trade
Union Congress of the Philippines (TUCP). The BLR ruling stemmed over
the disputed leadership of the largest labor center in the Philippines
between its erstwhile longtime leader, Atty. Democrito T. Mendoza and
Mr. Ernesto F. Herrera. The BLR ruled that the parties to the dispute
must revert to the status quo ante whereby the President of the TUCP
is Atty. Democrito T. Mendoza. The DOLE ruling also called for the
holding of a special TUCP Convention to elect new officers.

This affirmation by the Government of the Presidency over TUCP of
Atty. Democrito T. Mendoza is a welcome development and lays to rest
the spurious, self-serving claim of Mr. Ernesto F. Herrera. Eighty
percent (80%) of TUCP affiliates kept faith that the DOLE-BLR decision
would uphold our stand that Atty. Mendoza remains our TUCP President.
Even the National Anti-Poverty Commission (NAPC) Secretary Joel
Rocamora and Technical Education and Skills Development Authority
(TESDA) Director General Joel Villanueva expressed their recognition
of Atty. Democrito T. Mendoza as the TUCP President.

We look forward to the holding of the Special Convention where we
intend to invite observers from the International Labor Organization
(ILO), the Global Union Federations (GUFs) and the International Trade
Union Confederation (ITUC) to witness the election of new TUCP
officers. We have no fear of going through these elections as we know
we have the numbers and we fully intend to overcome a discredited
pretender associated in the public mind with contractualization and
pandering to employers.

Mr. Ernesto F. Herrera should abandon the pretense that he is the TUCP
President or that he should even presume to speak for workers. That is
a cheap masquerade. We believe however there is a technicality that
will prevent Mr. Herrera from even attempting to challenge Atty.
Mendoza for the TUCP Presidency. Mr. Herrera has been expelled from
the Associated Labor Unions – TUCP (ALU-TUCP) leadership for his
disloyalty as he was already representing another federation, the
Alyansa ng Manggagawang Pilipinong Organisado (AMAPO) as its
President. Bureau of Labor Relations records reveal an almost
non-existent membership in AMAPO.

The status quo ante order of the Bureau of Labor Relations is the
first step in ending this inane and irresponsible power grab of Mr.
Herrera. TUCP with the Associated Labor Unions – VIMCONTU
(ALU-VIMCONTU), Associated Labor Union for Metal Workers (ALU-Metal),
Associated Labor Union for Textile Workers (ALU-Textile), Associated
Labor Union for Transport Workers (ALU-Transport), Association of
Trade Unions (ATU), Associated Professional, Supervisory, Office and
Technical Employees Union (APSOTEU), Confederation of Labor and Allied
Social Services (CLASS), Kapisanan ng mga Kawani ng Koreo sa Pilipinas
(KKKP), National Union of Portworkers in the Philippines (NUPP),
Pambansang Kilusan ng Paggawa (KILUSAN), Philippine Airlines Employees
Association (PALEA), Philippine Government Employees Association
(PGEA), Philippine Seafarers Union (PSU), Philippine Trade and General
Workers Organization (PTGWO), Philippine Integrated Industries Labor
Union (PIILU) and the Technical Education and Skills Development
Authority – Association of Concerned Employees (TESDA-ACE) are solidly
behind Atty. Mendoza. In the TUCP Special Convention to elect new
officers, our candidates - who are truly pro-worker - will prevail.
