Beating incident of MPD cop against 16-year old boy in Manila angers child welfare group

Child welfare group, Akap Bata Party-List today condemns the beating incident happened last Sunday against a 16-year old boy in Manila from the hands of a cop of the Manila Police District (MPD). The group said that it bothers them to encounter this kind of violence against children case as the nation celebrates National Children's Month this October.

Akap Bata Party-List said that the parents of 'James' (not the real name of the 16-year old victim) already filed complaint against the suspect, PO1 Jayrald Reyes Mañibo, Jr at the National Police Commission (Napolcom) and the MPD Headquarters last Monday. Mañibo is a police Trainee-OJT assigned at MPD Police Station 11 in Divisoria, Manila.


The said filed complaint at the Napolcom and MPD against PO1 Mañibo includes violation of Article 285 (Other Light Threat) and Physical Injury in relation to RA 7610 (Anti-Child Abuse Law), Section 3 of Paragraph A and C. The group also said that the relatives of 'James' will also file formal child abuse charges against Mañibo in the days to come.

Based from the sworn statement of 'James,' the beating incident happened dawn of October 14 (Sunday) in Sta. Ana, Manila when he came across the drunk Mañibo while the police is in a drinking session. James narrated on his statement that he was attacked by Mañibo all over his head many times and received death threat from the said cop. As of press time, the medical conditions of 'James' is still under observation.

'We challenge both the national and local government of Manila to immediately act on this case. We are particularly calling the attention of President Benigno Simeon Aquino III, Interior and Local Government Secretary Mar Roxas and Manila City Mayor Alfredo S. Lim to conduct immediate and impartial probe on this issue involving a uniformed man of the Philippine National Police,' says Lean Peace Flores, national spokesperson of Akap Bata Party-List.

She added, 'Heads must roll here in order to give stern warning and lesson to other State forces not to do these kinds of abuses and violence against our children. Our police forces must be true to enough to their mission to truly serve and protect our kids all the time and must not be the main offender and violator of the rights of every Filipino children.'

'We will continue to monitor and will keep keen eyes over this case until Mañibo will not face the consequences of his violent acts against 'James.' We are hoping for a speedy trial on this issue and wish that there will be no whitewash from within the ranks of the policemen themselves that will occur all throughout the investigation process,' ended Flores. ###
